Frank Hovis is an independent van driver and accomplice of child abuser Alma Cordoza. Hovis barely asked questions when Cordoza asked her to transport Eden and Marc to Brooklyn, cuffed to the seats in the back. Hovis narrowly dodged a truck along the way, but plunged into the river under the overpass everyone was riding on. Cordoza swam out to save herself, but Hovis saved the kids by unlatching their cuffs and swimming up with them, before leaving them on the side of the road and fleeing.

Hovis poorly hid in his house when detectives arrived, swiftly being found and arrested. He barely knew what to say about driving Cordoza and the children, except he didn't know how to question the handcuffs and wanted his van back since it was his only work.

Hovis sold Cordoza and her employer, Ignatius Petty, out to get them arrested. It's unknown what Hovis' legal status ended up being. (SVU: "Cage")
