Waters lost his last job as a computer programmer for raping a little girl he solicited while on a business trip in Cuba. He left his computer behind, the revelation bad enough his staff didn’t lay a finger on it and waited for the cops to take it. He lived with a woman named Doris Harrington and raped her granddaughter Elaine, while Doris was selling her underwear on eBay.
Waters manipulated Elaine by offering being a "father" with a ruse that he lost a daughter in a car crash. He became involved in online pedophile networks under the alias “The Yachtsman”, subscribing to the content of Keith Vaneshun and his accomplice with the other predators. Vaneshun held onto some imagery Waters possessed and let Waters use his phone while he was moving. Vaneshun’s underage girlfriend Karen Raye got Waters to message her and her friends to mess with him, but he sent all too real images of him abusing Elaine.
Waters was eventually tracked and arrested, agreeing to lure his affiliates to a face to face meeting in an arrest sting in exchange for a reduced prison sentence. His own lawyer was horrified by his crimes and still negotiated the deal. Wards brought several of the users to the meet and greet, and enough recorded confessions resulted in their arrests. However, half the people there were undercover FBI agents, which ruined a bigger bust for the NYPD.
Waters was found guilty on child porn and child rape charges and was imprisoned. (SVU: "Chat Room")
