Jeff Parker was the abusive boyfriend of Kim Rollins, Amanda Rollins' sister.
Background[]
Jeff first began seeing Kim while they were living in Loganville on Easter 2010, when she brought him home. They continued seeing each other even after they moved to Atlanta. Six months after Easter, Jeff beat Kim so badly Amanda had to rush her to the ER. Amanda slammed him against a wall and threatened to arrest him if he did it again.
On SVU[]
Jeff beats Kim again in 2012 and Kim leaves him to go find her sister in New York. Kim later calls Jeff and invites him up and the two make out until Amanda comes home. Amanda pulls her gun on him and threatens to kill him if he doesn't leave which he does. Amanda tells him the next time there won't be any warning and Kim follows him out. (SVU: "Friending Emily")
Jeff continues to beat Kim and when she returns to New York he follows her. While he is getting a drink at a local bar Detectives Amaro and Tutuola approach him. They warn him to leave Kim alone and Jeff tries to say that she misses him and they warn him to stay away. Jeff corners Amanda and Kim at a baby store and Amanda tells him to back off. Jeff warns her that it isn't over by a long shot. Detectives Tutuola and Benson later serve him an order of protection saying he can't come near Kim but Jeff claims he needs an order of protection against the Rollins sisters. The detectives leave while Jeff protests that they can't keep him from his baby. When Amanda hears screams from inside her apartment when returning home, she finds Jeff attempting to rape Kim, and Amanda shoots and kills him as he pulls a gun on her. (SVU: "Deadly Ambition")
