Kevin James Walker is a schizophrenic man who abducted a boy under the delusion that he was his son. He also stabbed a grocer named before he was arrested.

Background[]

The true reason behind Kevin's actions is due to a bad experience at a psychiatric facility called Jackson Manor, whose staff were inept and negligent towards their patients. The head of the staff, Randall Haber, deliberately cut off Kevin's medication and discharged him from the facility to prevent him from testifying about the circumstances of the death of Kevin's neighbor Martha Davis, which Kevin refused to keep quiet about. Martha died due to severe heatstroke after Haber refused to turn on the air conditioning in her system because she wouldn't pay extra for it. Haber ordered the staff to cut her wrists, which Kevin overheard, and label her death as a suicide. Haber committed fraud by doing paperwork that said Kevin was still a patient at the facility and even threatened Kevin's life when he was thrown out.

Coerced[]

Kevin began stalking Adam when his psychosis resurged and he wanted to see Tate again, whom he lost in a divorce with his wife due to his mental health problems. Kevin eventually broke into Adam's room, kidnapped him, and escaped out the window, the same way he broke in. After getting past the suspicions of Adam's parents also being in a custody dispute, the detectives started looking for a stranger. Kevin was sighted at a convenience store, where the owner, Lester Hale, who let him live in the basement while he worked there, and his cashier Emilio Vasquez saw him in his unhinged state. They both saw Adam and recognized him as a regular customer Kevin interacted him, trying to take Adam away from Kevin to keep him safe. Hearing voices in his head he called "cascistis", or "secret police" he hallucinated were after him, Kevin had a psychotic break and stabbed them both, killing Lester. He them ran off with Adam, tied him up in an abandoned bakery, and left him there while he was out getting supplies.

Benson and Stabler cornered him at a dumpster and arrested him during another one of his breakdowns. Stabler got more desperate as Kevin failed to become lucid and used his psychosis to threaten him into giving up Adam's location. That didn't work, as Kevin became more unhinged, leading Dr. Huang to sedate Kevin with an injected cocktail. In his drug stupor, Kevin recalled a sign in front of the abandoned bakery, which led the detectives to Adam, who was rescued in time. Huang evaluated Kevin in custody, who evaluated his schizophrenia and heard about the coercive threats he was subjected to. Huang was furious, not just because of his welfare endangerment to get to Adam, but Stabler served the defense the successful argument that Kevin was never competent during his crimes. Because of this, Kevin was convinced to take a plea deal to a hospital sentence. From this, he feared he was going to Jackson Manor, so he screamed as he was escorted out that Martha was murdered and he didn't want to go back and be another victim.

Novak herself was furious and demanded an investigation, with Huang pulling federal strings to get Martha's information. Kevin's corroborating statement in front of his defense, Rebecca Balthus, who never knew beause Kevin was afraid to tell her, proved Haber was responsible for all his actions. When Martha's body was exhumed, her cause of death was confirmed. When Benson and Stabler arrest Haber for fraud and the murders of Martha and Lester, Novak reaches out a deal with Kevin, providing him with his medication that will allow him to keep at bay while he testifies against Haber. Kevin personally confronts Haber and tells his account, Haber retorting with the jury never believing Kevin with his diminished capacity. Mentioning Haber's wife's publicized career in politics and Haber's harder time if he didn't take a plea, the team convinced to Haber to give into his minimum sentence.

Kevin is reunited with Tate

Following Haber's imprisonment, Kevin is committed to the Mid-Hudson Psychiatric Hospital, where he will continue his recover as part of the deal with Novak. Stabler, in an act of redemption, brought over Kevin's ex-wife Julia and the real Tate to visit, so that they can see how well Kevin is doing, much to Kevin's delight. He also brings him a camera to get a new picture of his son as his old one was thrown out by Jackson Manor.
