Owen is a convicted sex offender who is wrongly arrested for the rape of a young girl. Detectives Lennie Briscoe and Rey Curtis coerce a false confession from him by threatening to put him in the general population at Rikers Island and tell his fellow prisoners what he had supposedly done, which would effectively lead to his death. They eventually discover that Owen could not have committed the crime, however, as he has been taking chemical castration drugs since his previous offense. He is exonerated and released.
He is played by Raymond Anthony Thomas.
