Plot[]
TV news reporter Sarah Logan refuses to let her rape from three months ago get her down, and she talks about her experiences on the air, which leads to the arrest of one of the rapists, Mark Krieger. Munch, who has been handling the case, finds himself forming a bond with Sarah as the SVU tries to locate the other rapist. When Sarah gets killed by a bomb in her apartment, Munch becomes even more determined to get justice for Sarah.
After the detectives find the other rapist, Tommy McConaugh, Krieger, who had been released on bail, gets blown up in an SUV. The detectives believe that the bomber is someone who's obsessed with Sarah, and has killed Sarah for talking about the rape on TV, and killed Krieger for raping her. The SVU identifies the bomber as William Lexner, a delusional narcissist who has tried to join the FDNY (the fire department), but has been rejected multiple times, and he thinks he has enemies preventing him from being hired by the fire department.

- This is one of the few episodes that features Detective John Munch as the lead detective.
- Actor Daniel Sunjata appears for the first time in an episode from Law & Order: Special Victims Unit. In this episode, he plays a Bomb Squad Officer, but starting with the third season episode "Prodigy", he would appear as recurring character CSU Technician Burt Trevor.
- Actress Jennifer Esposito returns in season 20 to portray a recurring character, Sergeant Phoebe Baker. Baker and Odafin Tutuola get engaged in season 22.
