Officer Scott Graver is a military officer with a reluctantly complicit role in the gang-rape of Petty Officer Amelia Albers. Graver restrained her to render her helpless while Admiral William Taverts, an official responsible for harassing her previously, raped her outside a bar and had two other present officers rape her as well.
All four were taken to trial, and Graver was questioned on the stand about his role. Graver was the most honest and regretful, revealing he didn't refuse from secretly being a closeted gay man, fearing violent hazing by the other soldiers if he was outed and just trying to protect himself. Graver apologized on the stand to Amelia for the gang-rape she was put through and the role he ended up in.
Graver and the other officers were all convicted and imprisoned. (SVU: "Military Justice")
