Susan Forrest was a student radical in the 1960s.
She was involved in criminal activities against defense contractors during the Vietnam war as a means of protest. After a police officer was killed during a robbery, she became a fugitive and eventually adopted the new identity of Rita Levitan. Detectives Lennie Briscoe and Mike Logan tracked her down in 1994, and she was arrested for murder.
District Attorney Jack McCoy at first wanted to give her a relatively lenient sentence because he sympathized with her opposition to the war and believed that she was manipulated by her accomplices. However, he and ADA Claire Kincaid uncovered evidence proving that she was directly involved in and responsible for the murder. McCoy cuts a deal with her for a sentence of 8 1/3 to 25 years in prison. (L&O: White Rabbit)
She was based on Katherine Power, a former member of the Weather Underground who was a fugitive for 20 years.
