In 1988 he worked with Lennie Briscoe at the 33rd precinct until he retired and took a job working for a brokerage firm. When his wife left him he put his son in a catholic private school to keep him safe as he worked long hours.
In 1994, when Ted's son Kevin murdered an innocent boy named Angel Ramirez trying to kill a gun dealer named Juan Domingo his old partner Briscoe catches the case. When they eventually pick up Kevin for the murder Ted comes by the 27th Precinct to try and persuade Briscoe to let his kid go. Briscoe will not allow it and they eventually Ted agrees to let Kevin do a line-up but at the 33rd precinct and Kevin is picked out of a line-up by Mrs. Sugarman and arrested.
He hires a defense attorney for his son and attends the trial and later meets with Benjamin Stone and Claire Kincaid to arrange a deal. He argues that Kevin's crime was self-defense but neither Stone or Kincaid buy it. He later arranges for two prosecutorial witnesses to be dismissed. He finds a loophole that suppresses Mrs. Sugarman's line-up ID and arranges for Domingo to be murdered by his colleagues at the 33rd. The jury is hung and Kevin is let go although Kevin is shocked that his father ordered a murder. Ted meets Briscoe in a park and asks if it was his kid and Briscoe replies saying he does not know, but reminds him there is no statute of limitations on murder and leaves.
