Tom Moore is a man whose wife gave up their adopted son, leading to the latter being sold to child pornographers Roger and Alexa Pearson.

He and his wife were unable to have a child of their own, leading to them to adopt Nicky, an orphan from the former Soviet Georgia. Despite Nicky having serious behavioral issues, Tom came to love him as his own. However, his work as a pediatrician caused him to go on constant business trips. On such trip, he left Lisa alone with Nicky but she grew tired of Nicky and gave him away.
When he returned from a trip, he believed her story of Nicky being kidnapped but upon Special Victims Unit detectives realizing Lisa was lying, he confronted her. Tom was outraged by her having sold him to a broker.
Much later, Tom was dismayed to discover that Nicky ended up with Roger and Alexa Pearson, child pornographers and told the detectives that he knew what child exploitation looked like. He soon told them of Nicky being diabetic and his levels were at great risk, and he could be in serious harm.
Eventually, Nicky was found by the detectives and taken to a hospital for his low insulin, where Tom spoke to his son and promised not to be away so often if he was given a second chance. (SVU: "Wednesday's Child")
