Victor Ramos was a cook at the camp that Camille Walters attended. He later raped her along with Bill Dixon and Alexander Gammon. He did not want to do it, but was pressured by Gammon. He fathered Hannah Milner, the daughter Camille gave up for adoption.

Victor attended the same summer camp as Camille Walters and was forced by Alexander and Bill to rape her, despite not wanting to. Unbeknownst to him, she became pregnant with his child.
Years later, Victor had lost his wife to a brain tumor and has been raising their two daughters by himself.
Branded[]
Victor was attacked by a vengeful Camille and was branded with the word traitor. Victor claim to the detectives that he did not know why he was attacked. Victor also claimed that he did not know who Bill Dixon was, after learning he was also attacked.
When Camille is arrested after trying to attack her latest victim Gammon, Victor denies ever knowing her.
In court, Victor learns that he had another daughter, from Camille, named Hannah who pointed him out as her biological father. The revelation that he had another child caused a guilty Victor to confess in open court that he and the other men had raped Camille, despite Gammon trying to silence him. However, Ramos refused and sincerely apologizing to a surprised Camille while also revealing Gammon paid him and Dixon off. Ramos then had an outburst at voicing his shame and condemning Gammon for orchestrating the event, leading the judge to have him removed. As he is taken out, Victor reveals that Gammon raped and paid off other women, catching Stabler's interest. Although he was not charged for the rape due to the expiration of the statute of limitations, he was sent to prison for perjury because he lied about knowing Camille. However, his revelation also caused Alexander to go to prison for rapes of other women. (SVU: "Branded")
