Victor Spicer is a criminal who is serving eleven months for an assault at Rikers Island. He had also been arrested for other offenses, such as prostitution, soliciting, and petty theft. He also had two of his married clients as a prostitute arrested.
Detectives Benson and Stabler visited him in prison, because they found his driver's license on the body of Stefan Tanzic. Spicer sold him his license for 100 bucks. At first the detectives thought somebody wanted Spicer dead, but they soon realized Tanzic was the real target. (SVU:"Payback")
