Victoria Rowell (born on May 10, 1959 in Portland, Maine) is an actress who has guest-starred on Law & Order: Special Victims Unit as Judge Delilah Hawkins in the episodes "Criminal Hatred" (2013) and "Comic Perversion" (2014).
