Walter Burlock is a serial rapist who was in jail then paroled. In the early 70s he raped Vivian Arliss's mother resulting in her being born. When he got out, he moved into his jailmate, Jason Gambel's house and blackmailed him into using his basement to rape and kill women. He was killed by his daughter's lover, Sarah when SVU believed his daughter did the deed.
