Officer West is a police officer who, along with other officers from his precinct, used his position to rape women.

Background 

While working for the 12th Precinct, West, with the help of Officer Ryan Quinn, would pick up drunk women and take them home. Once they got to the women's houses, he would rape them, and whenever a victim tried to press charges, the other officers at the precinct would make the rape charges disappear. West would also stalk his victims in order to intimidate them into being quiet.

Internal Affairs

When Officer Michael Groves leaves the precinct and tells others about the corruption, West and the other officers of the 12th Precinct have him arrested and committed into a psychiatric ward. Internal Affairs later investigate the 12th Precinct and enlist the Special Victims Unit to help them in the investigation. As a result, Brian Cassidy goes undercover as a new recruit in the precinct and becomes West's new partner.

While they were patrolling the city, West takes Cassidy to a brothel and gets him to have sex with one of the prostitutes as a test. The next night, while West and Cassidy go on another patrol, they get a call about a drunk woman causing trouble at a club. They pick the woman up and bring her back to an apartment, where West gets ready to sexually assault her, but he gets called away by Cassidy. While Cassidy is making sure the woman, who was actually Detective Amanda Rollins working undercover, is all right, Quinn tells West that Lieutenant Terrance Wood informed her that Cassidy is working undercover to investigate them for rape, which Wood became aware of after Ed Tucker tipped him off.

When Cassidy comes down, they hold him against the wall, find the wire on him, kidnap him, and bring him to the docks while telling other officers in the area that Cassidy is a criminal. When the get to the docks, West and Quinn take Cassidy's gun, make him kneel down, and tell the other officers that shots were fired. Before they can kill him, Benson and Amaro arrive, save Cassidy, and arrest West and Quinn for multiple counts of rape and the attempted murder of a police officer. During interrogation, West refuses to admit that he raped the women, but Benson gets Quinn to confess to what they were doing. West is currently in prison and other officers from the 12th Precinct are also arrested for their crimes.
