Wilberto "Willy" Angel is a drug dealer who was framed and paralyzed by the crooked NYPD officers Luke Edmunds and Les Cooper.

History[]

Angel was a known drug dealer who evaded arrest, because he never had anything on him at the time. His evasive record infuriated officers Edmunds and Cooper. Angel was found and shot by Edmunds and Cooper. However, Angel survived but was paralyzed, so they planted a gun and drugs on him. This led to him being sent to prison for allegedly shooting at cops and intent to sell drugs.

When Cooper and Edmunds were under investigation by Special Victims Unit, Angel was visited by Detectives Olivia Benson and Odafin Tutuola. Angel was angry to see more cops, especially the hostility he gets from Tutuola (a former narcotics detective) but gives the story of how he got shot and identifies his shooters. Angel then asks what happens now, before he is informed by the detectives that there was a corroborating witness who supports this, so he will be acquitted and released. Pleased to hear this news, he voices his intentions to file a multi-million dollar lawsuit against the city for the pain he has endured while telling the detectives that their testimony is needed on his behalf. His release also angered Edmunds because he was a known criminal. (SVU: "Rotten")
